Intro

This market tracks whether the U.S. government will formally designate Brazil's Primeiro Comando da Capital (PCC) or Comando Vermelho (CV) as a Foreign Terrorist Organization or through equivalent executive action by the end of 2026. On Polymarket, the probability stands at 93.0%. Resolution will be determined by credible reporting of an official designation from the U.S. government, with statements alone insufficient without formal action. Watch for any formal announcement of terrorist designation by December 31, 2026, which would trigger a Yes resolution.

Polymarket

This market will resolve to "Yes" if the U.S. government formally designates Primeiro Comando da Capital (PCC) or Comando Vermelho (CV) as a Foreign Terrorist Organization (FTO) by December 31, 2026, 11:59 PM ET. Otherwise, this market will resolve to "No." This includes designation as a Foreign Terrorist Organization and/or as a Specially Designated Global Terrorist (SDGT), as well as executive action by the President, legislation signed into law, or the creation of a new federal designation that formally designates Primeiro Comando da Capital (PCC) or Comando Vermelho (CV) as a terrorist organization. Statements by government officials, including the President, DHS, or FBI, will not count unless accompanied by a formal designation. The resolution source will be a consensus of credible reporting.

Frequently asked questions

Prediction market odds on Polymarket reflect real-money trader expectations about Trump's foreign policy priorities and Brazil relations. Unlike traditional polling, which measures public opinion or expert surveys, prediction markets aggregate financial incentives—traders profit only if their forecast proves correct. This event involves executive discretion rather than electoral outcomes, so direct polling comparisons are limited. However, you can cross-reference market odds against analyst commentary on U.S.-Brazil diplomatic relations, Trump's historical stance on terrorist designations, and statements from policy experts tracking Brazilian organized crime threats to U.S. interests.

On Polymarket, prices reflect that venue's order book, liquidity, and how traders price the outcome right now. On Polymarket, this event is priced as a binary contract: traders buy YES if they expect Trump to issue a formal terrorist designation for PCC or CV by December 31, 2026, or NO if they believe he will not. The contract price directly reflects the implied probability; a price of 0.65 means the market assigns roughly 65% odds to designation occurring. Liquidity and trading volume on Polymarket determine how easily you can enter or exit positions. Price movements respond to geopolitical developments, Trump administration statements, Brazilian security incidents, and shifts in U.S. foreign policy priorities toward Latin America.

The market resolves on Dec 31, 2026. Resolution hinges on whether Trump issues an official terrorist designation for either PCC or CV through the State Department or Treasury Department before that deadline. The outcome is binary: if a formal designation is announced and confirmed, the YES outcome resolves to 1.0 and NO resolves to 0.0. If no designation occurs by the deadline, NO resolves to 1.0. The determination relies on official U.S. government records and public announcements, ensuring objective, verifiable resolution criteria independent of interpretation.

Key catalysts include Trump administration statements on Brazil policy, major criminal incidents attributed to PCC or CV affecting U.S. interests, diplomatic communications between Washington and Brasília, and shifts in Trump's broader counterterrorism strategy. Drug trafficking escalation, violence against U.S. citizens or interests, or intelligence reports linking these organizations to transnational threats could increase designation odds. Conversely, improved U.S.-Brazil relations, successful Brazilian law enforcement operations, or Trump's focus on other foreign policy priorities could lower them. Personnel changes in State Department or Treasury leadership, congressional pressure, and international diplomatic considerations also influence market pricing through Dec 31, 2026.
