Deployment does not include announcements without arrival, standby/alert status, units staged outside the city, training exercises, transit-only presence, planning teams, off-duty members, permanent facility assignments, recruitment activities, or canceled deployments that never materialize. Announced deployments that are canceled before arrival resolve to No. Re-deployment of already-present units counts only if they were not previously on deployment orders.
