During a House Committee on Appropriations budget hearing on the Supreme Court of the United States, witnesses testifying in official capacity will be monitored for mentions of specific topics. Resolution will be based on the live televised or streamed event, with video as the primary source and official transcripts as backup if consensus cannot be reached.
This event consists of multiple independent phrase-detection markets monitoring witness testimony during a House Committee on Appropriations budget hearing on the Supreme Court. Each market resolves to Yes if any participating witness speaking in an official capacity uses the exact phrase or word (or its plural or possessive form) during the live-streamed hearing. The tracked phrases are: Security/Cybersecurity, Modern/Modernize/Modernized/Modernization, Trump, Tariff, Camera, Constitution/Constitutional, AI/Artificial Intelligence, Abortion, Social Media, Dox/Doxed/Doxing, Democrat, Secret Service, Marshals, Political Violence, Birthright, Redistricting, and Kavanaugh. Resolution is based primarily on video of the live broadcast or stream; if consensus cannot be reached using video, official internal or external transcripts will be used. Grammatical and tense inflections are not required—only the exact phrase or word itself. The event must be open to the press and televised or streamed live to qualify. If the event is cancelled or fails to qualify, all markets resolve to No and an 'Event does not qualify' market resolves to Yes. If postponed with announcement by the following calendar day to a date within 14 days, markets remain open. Only official testimony counts; inaudible private conversations or unofficial statements do not qualify.
Prediction market odds reflect real-money incentives and aggregated trader conviction, often diverging from traditional analyst commentary. While political analysts and budget experts may publish written forecasts about Supreme Court funding priorities, this market prices the specific question of what witnesses will actually say during testimony. The gap between market-implied probability and expert opinion can signal either underpriced risk or overconfidence in the crowd. Monitoring both sources helps identify where consensus breaks down and which outcomes traders view as most likely.
On Kalshi, this market is priced through a continuous order book where traders buy and sell shares representing different witness statements or positions. On Kalshi, prices reflect that venue's order book, liquidity, and how traders price the outcome right now. Each share trades between 0 and 100 cents, with the current price reflecting the platform's collective estimate of outcome probability. As new information surfaces—such as pre-hearing statements or legislative developments—traders adjust their positions, moving the price in real time. The bid-ask spread and trading volume indicate market confidence and liquidity around each potential outcome.
This market resolves around Jul 29, 2026, once the House Committee on Appropriations budget hearing on the Supreme Court has concluded and witness testimony is publicly available. The outcome is determined by verifying what statements or positions the participating witnesses actually expressed during the hearing against credible public reporting and official hearing records. Resolution hinges on the factual content of testimony rather than interpretation, ensuring clarity and minimizing dispute.
Pre-hearing statements or press releases from witnesses, Supreme Court leadership, or congressional budget committees can shift trader expectations significantly. Legislative developments affecting the Court's budget request, changes to the hearing agenda, or public debate over judicial funding priorities may also influence odds. Media coverage highlighting contentious budget issues or witness positions can trigger repricing. Additionally, confirmation of which witnesses will testify and their prepared remarks—if disclosed—typically generate sharp market movement as traders update their forecasts closer to the hearing date.
