Resolution is based on the live broadcast or stream, with video as the primary source and official transcripts as secondary verification if consensus cannot be reached. Each market resolves to Yes if any participating candidate uses the exact phrase or word (including plural or possessive forms) while speaking in an official capacity during the debate. Grammatical and tense inflections do not count as variations. The event must be opened to the press for live televised or streamed broadcast to qualify; previously aired content, archival footage, or recordings from separate events do not count. Candidates must be present and speaking officially—inaudible private conversations or unofficial statements picked up on hot microphones do not qualify. If the debate is cancelled or fails to meet qualification criteria, all phrase-mention markets resolve to No and the "Event does not qualify" market resolves to Yes. If the debate is postponed but rescheduled within 14 calendar days with announcement by the end of the following calendar day, markets remain open pending the rescheduled event.
