Barack Obama must speak in an official capacity for the event to qualify—inaudible private conversations or unofficial statements picked up on a hot mic do not count. Video of the ceremony serves as the primary resolution source, with official transcripts used as a secondary reference if Kalshi employees cannot reach consensus from video alone. Each word or phrase must be stated exactly as specified, including plural or possessive forms, though other grammatical and tense variations are not required. If the ceremony is postponed and rescheduled within 14 calendar days with announcement by the end of the following day, markets remain open. If the event is cancelled or fails to qualify under these criteria, all word/phrase markets resolve to No and the 'Event does not qualify' market resolves to Yes.
