Mark Kelly must speak in an official capacity for the event to qualify; inaudible private conversations, unofficial statements, or hot mic comments do not count. Only content from the original live broadcast or stream counts—additional content, advertisements, archival footage, and previously aired material are excluded, though promotional content aired during the event is included. Word matching requires exact phrases or their plural/possessive forms; grammatical and tense inflections are not considered variations. If the event is cancelled or fails to qualify under these criteria, all markets resolve to No and the "Event does not qualify" market resolves to Yes. If postponed with announcement by the end of the following calendar day to a date within 14 calendar days, markets remain open. Resolution will primarily use video of the broadcast; if consensus cannot be reached, official transcripts (internal or external) will be used.
