Resolution requires Mark Carney to speak in an official capacity during a live televised or streamed event open to the press. The event must not be cancelled or postponed beyond 14 calendar days. Resolution is based primarily on video of the live broadcast; official transcripts may be used if video consensus cannot be reached. Each market resolves Yes if Mark Carney uses the exact phrase or word specified (including plural or possessive forms), with grammatical and tense inflections not required. Previously aired content, archival footage, or recordings from separate events do not count. Inaudible private conversations or unofficial statements do not qualify. If the event fails to qualify under these criteria or is definitively cancelled, the "Event does not qualify" market resolves Yes and all other markets resolve No. If the event is postponed and rescheduled within 14 calendar days with announcement by the end of the following calendar day, markets remain open.
