Each market resolves Yes if Mark Carney uses the exact phrase or word specified (including plural or possessive forms), with grammatical and tense inflections otherwise not counted. The event must be open to the press and televised or streamed live to qualify. Only remarks delivered in an official capacity count; private conversations, hot mic statements, and inaudible remarks do not qualify. Previously aired content, archival footage, and recordings from separate times or events are excluded. If the ceremony is cancelled or fails to meet qualification criteria, all phrase markets resolve No and the "Event does not qualify" market resolves Yes. If postponed with announcement by the end of the following calendar day to a date within 14 calendar days, markets remain open.
