Grammatical and tense inflections other than pluralization and possessives do not qualify. The event must be opened to the press as a live televised or streamed event to qualify; previously aired content, archival footage, and recordings from separate times or locations do not count. Mark Carney must speak in an official capacity—inaudible private conversations or unofficial statements do not qualify. If the event is cancelled or fails to meet qualification criteria, all outcome markets resolve to No and the "Event does not qualify" market resolves to Yes. If the event is postponed and rescheduled within 14 calendar days with announcement by the end of the following calendar day, markets remain open.
