Resolution is based on Katie Hobbs speaking in an official capacity during the live broadcast or stream of The Last Word With Lawrence O'Donnell. Mere presence on camera is insufficient; she must actively speak in an official capacity for the event to qualify. Inaudible private conversations or unofficial statements picked up on a hot mic do not count. Each market resolves Yes if Katie Hobbs uses the exact phrase or word specified (or plural/possessive forms thereof), with grammatical and tense inflections otherwise not required. Plural nouns within proper nouns and noun phrases are included. Only content from the original live broadcast or stream counts; additional content, advertisements, previously aired content, archival footage, and recordings from separate times or places are excluded. Promotional content aired during the event counts. Video of the broadcast is the primary resolution source; official transcripts are used if video consensus cannot be reached. If the event is cancelled or fails to qualify, the "Event does not qualify" market resolves Yes and all other markets resolve No. If postponed and rescheduled within 14 calendar days with announcement by the end of the following calendar day, markets remain open.
