Video of the broadcast serves as the primary resolution source; official transcripts may be used if video consensus cannot be reached. Only content from the original live broadcast or stream counts—additional content, advertisements, archival footage, and content from separate events are excluded. Promotional content aired during the event is included. Resolution requires Spanberger to speak in an official capacity; inaudible private conversations or unofficial statements do not qualify. If the event is cancelled or fails to qualify under these criteria, all markets resolve to No and the "Event does not qualify" market resolves to Yes. If the event is postponed and rescheduled within 14 calendar days with announcement by the end of the following calendar day, markets remain open.
