The West Virginia Citizenship Requirement to Vote in West Virginia Elections Amendment (SJR 9) is a legislatively referred measure that is scheduled to appear as a ballot measure in West Virginia in the statewide general election currently scheduled for November 3, 2026, which would amend the West Virginia Constitution to provide that only citizens of the United States may vote in elections in West Virginia. This market will resolve to “Yes” if this ballot measure is approved as a result of the West Virginia statewide general election currently scheduled for November 3, 2026. Otherwise, this market will resolve to “No.” If voting on the specified ballot measure does not occur, or the results thereof are not known definitively, by March 31, 2027, this market will resolve to “No”. Subsequent litigation or any failure to implement the measure will have no impact on the resolution of this market. This market will resolve based on a consensus of credible reporting. If there is ambiguity, this market will resolve solely based on official information from the State of West Virginia, including the West Virginia Secretary of State (https://sos.wv.gov/).

Currently, prediction market odds offer a different perspective than traditional polling data regarding the West Virginia voting rights measure. While polls attempt to gauge voter intent at a specific point in time, this market reflects a continuously updated assessment based on individuals putting their capital at risk. Discrepancies can arise due to differing methodologies, sample biases in polling, or the market incorporating information not captured in polls, such as strategic considerations or late-breaking news. It’s important to consider both sources of information when forming an opinion on the likely outcome.
On Polymarket, this market is priced through a continuous auction mechanism. Traders buy and sell shares representing their belief in whether the West Virginia voting rights measure will pass. As more shares are bought for one outcome, the price of those shares increases, reflecting a higher implied probability. Conversely, selling shares lowers the price. On Polymarket, prices reflect that venue's order book, liquidity, and how traders price the outcome right now. The price of a share directly corresponds to the probability of that outcome occurring, as perceived by the collective wisdom of the traders on the platform. This creates a dynamic and real-time assessment of the event’s likelihood.
This market resolves around Nov 4, 2026, with the outcome confirmed once the event is verifiable from credible public reporting. Resolution will be based on whether West Virginia voters approve the ballot measure banning noncitizens from voting in state and local elections. The official results from the West Virginia Secretary of State will be the primary source for determining the outcome. The market will settle to 100% for the outcome that is confirmed by these official results, and 0% for the opposing outcome.
Several factors could significantly influence the price action of this market before Nov 4, 2026. Major news events related to immigration policy, voter eligibility debates, or legal challenges to the ballot measure could all cause shifts in trader sentiment. Unexpected endorsements or opposition from prominent political figures in West Virginia could also move the market. Finally, any significant changes in polling data or public opinion surrounding the measure have the potential to impact trading activity and, consequently, the market’s price. Monitoring these signals will be crucial for understanding the evolving probabilities.
