If Texas scores more runs in that inning, the 'Texas wins 8th inning' market resolves to Yes. If Seattle scores more runs, the 'Seattle wins 8th inning' market resolves to Yes. If both teams score the same number of runs, or if neither team scores any runs, the 'Tie 8th inning' market resolves to Yes. Only runs scored during the 8th inning are considered for resolution.
