If Baltimore scores more 9th-inning runs than Toronto, the 'Baltimore wins 9th inning' market resolves to Yes. If Toronto scores more 9th-inning runs than Baltimore, the 'Toronto wins 9th inning' market resolves to Yes. If both teams score an equal number of runs in the 9th inning, the 'Tie 9th inning' market resolves to Yes. Should the game end before the 9th inning is fully completed, all markets resolve to a Fair Price. The resolution depends purely on 9th-inning performance, even if the home team does not bat in the bottom of the inning, unless the inning is incomplete due to an early game cancellation.
